Siouxland Pathway Program Director

Job Description

Position Summary
To provide strong leadership to the Siouxland Pathway program: supervising a staff of three to five employees; recruiting participants; building and maintaining relationships with potential participant employers, stakeholders and program partners and providers; managing grant activities; and building awareness of the program in the community. Siouxland Pathway will serve 250 adults aged 18+ who were convicted under state or local law and are incarcerated in Woodbury County Jail, Residential Treatment Facility (RTF), or electronic monitoring and are within 20-270 days from release at time of enrollment. The program prepares individuals for employment through education and training, paid work experiences, mentorship, and leadership development with delivery of evidence-based practices and interventions. This position will service Woodbury County, Iowa and report to the SHIP Executive Director.

Essential Job Functions

Manages the essential functions of the Siouxland Pathway project
Oversight, supervision, evaluation and assessment of staff
Facilitates collaboration between local staff, employers, educators, families, citizens, program partners and social service providers, and Federal, state, and local agencies
Serves as a liaison between the Siouxland Pathway project, its Advisory Committee, and the SHIP office
Coordinates the collection of program data, assessments, activities, and outcomes; ensures that staff enter data promptly and accurately into the defined tracking system as required by the U.S. Department of Labor
Produces quarterly program performance reports and develops the quarterly narrative reports
Establishes and implements procedures for collecting accounting and human resources information from program staff and delivers that information to SHIP
Arranges with SHIP for regular delivery of updated budget information for the program; monitors the budget to ensure the program stays within budget; conveys budgetary info to the Advisory Committee and program staff
Oversees and coordinates the recruitment of participants from program partners and referral sources
Leads planning of the orientation/assessment/screening; coordinates the orientation with project staff, partners, participants, employer partners and other stakeholders
Ensures eligibility of potential participants for program
Upon enrollment, assigns participants to appropriate Case Managers
Oversees and consults on case management and all direct services to participants
Oversight of participant files
Coordinates the vocational training with the Case Managers and partners
Leads weekly staff meetings to coordinate the project
Attends and leads all Siouxland Pathway-sponsored events, such as presentations to community groups
Assesses the professional development needs of project staff members and oversees arrangements for professional development opportunities
Oversees staff performance to ensure quality of services; ensures that staff can and will assess and report any participant problems; promotes staff solidarity and support for participants
Oversees development of a plan that includes leadership, teamwork, and social skills training for participants
Establishes and maintains relationships with potential participant employers, educators, stakeholders, program partners and providers, and community organizations to ensure ongoing quality services for participants
Builds awareness of the program in the community
Plans, conducts, and monitors the quality of community relations activities
Performs all activities necessary to ensure quality programming
Evaluates all staff in the project at least annually; develops action and disciplinary plans for staff
Develops and maintains professional relationships with all priority Employee Partners
Develops and maintains a professional relationship with Iowa Workforce Development (IWD)
Develops and maintains a professional relationship with the Siouxland Chamber of Commerce
Ensures that all case management and program activities include culturally responsive elements to ensure services are inclusive to all
Carries a partial caseload at all times, and when staff transitions occur, is able to take over other caseloads before transitioning them to other staff
Develops a policies and procedures manual for the Siouxland Pathway program in addition to the SHIP policies and procedures manual – and ensures all policies and procedures are in alignment with SHIP and U.S. Department of Labor Reentry Employment Opportunities (DOL REO) and are implemented into the program
Other duties as assigned by the SHIP Executive Director or DOL REO Federal Project Officer (FPO)

Education Requirements

BA or BS Degree in Social Services, Business, Education, or a related field of study preferred, Master’s Degree desired

Experience/Qualification Requirements
·       At least three years of project supervision experience, including supervision experience
·       Experience working with justice-involved or incarcerated adults
·       Experience in supervision of other employees
·       Excellent communication skills required, including presentation skills
·       Ability to produce and sustain quality work with infrequent direct supervision
·       Ability to motivate others and build collaboration
·       Attention to detail, deadlines, and budgets
·       Ability to make sound and reasonable decisions on demand
·       Ability to manage challenges effectively
·       Ability to supervise, evaluate and discipline direct staff
